Well, it turns out that this func works ok on xppro and windows10 but not on win7 and vista.
bellow are my tests on xp,win7,vista: So, it seems that everybody's right!
(yes I know, that's a rare fact, but sometimes happens, --and this time thanks to MS's inconsistency between different Win versions... )

Interestingly, it seems that win10 'mimics' winxp, that is: "two-steps-back compatibility"
or ... a 'revolutionary' approach of the basic evolution rules. Spectacular!

(now the problem is to find where exactly the problem comes from:
is it the function or windows -and if the later, which version?
too bad that i'm not willing to spend more life-time to find it out.)

Check Google Public DNS IP address 8.8.8.8 or 8.8.4.4 instead of 0.1.0.1
You may get ping successful of 0.1.0.1 , but you can not surf the web
Another test is verifying you can surf the web when you get ping successfully
