Tried Notepad++ and Crimson editor and sadly I'didn't found a programmer's editor that support Alt-X for hex input

to draw a box with the characters in Notepad + + you need to use the numeric keypad
pressing ALT and entering the respective code
example ALT + keypad 2 + keypad 0 + keypad 5 + keypad keypad 9
