Scrollbar example please

Sample VIRTUALDIM_5 shows how to call set/get scroll position using functions GetScrollPos and SetScrollPos.
However, the set does not seem to do anything. Is there a simple example anyone can offer showing how
to set the bars to desired position in a virtual window after the window is activated?
Also, where are these set and get functions described?
